在奥地利学派经济学家看来,公共物品理论不足以作为政府生产的依据:首先,很多公共物品成功地得以在私人部门进行生产;其次,现实中政府提供的很多物品根本不符合经济学家对于公共物品的定义.因此以公共物品理论作为政府经济活动从而作为公共支出的基础,是不恰当的.他们还指出,公共物品的公共性和政府对公共物品的提供很多时候是由于公共部门垄断的结果,而且这种垄断还可能会妨碍发展排他技术的激励,从而进一步排除其他主体对公共物品的提供.奥地利学派对于公共物品理论的反思有助于人们重新认识政府经济活动的基础和范围. 相似文献

AbstractThis study analyses and reviews the literature on public leadership with a novel combination of bibliometric methods. We detect four generic approaches to public leadership (i.e. a functionalist, a behavioural, a biographical and a reformist approach) which differ with regard to their philosophy of science (i.e. objective vs subjective) and level of analysis (i.e. micro-level vs multi-level). From our findings, we derive four directions for future research which involve shifting the focus from the aspect of ‘leadership’ to the element of ‘public’, from simplicity to complexity, from universalism to cultural relativism and from public leadership to public followership. 相似文献

Governments across the world outsource service delivery to external agents, but does ownership matter for service delivery value? Though theory points to clear ownership differences on effectiveness, there remains limited empirical evidence of the impact of ownership on citizens’ satisfaction. Focusing on local authorities in England, we draw on secondary data (2007 and 2009) to examine if ownership type matters. The findings indicate that ownership – public, non-profit, private – confers no direct benefits for citizens’ satisfaction suggesting that the outsourcing decision should not rely on unfounded assumptions about performance differentials between ownership types. Social enterprises have been actively encouraged to spin out of the National Health Service (NHS) on the grounds that they can deliver more innovative, cost-efficient and responsive services. This is arguably achieved through a combination of the best of the public, third and private sectors. This article explores this idea by bringing together empirical data from interviews with NHS spin-outs and a framework of ‘publicness’. By focusing on NHS spin-outs, we look at what happens to an organization’s publicness when it leaves the public sector yet continues to deliver publicly funded services. 相似文献

This article discusses the concept of publicness through the lens of Deleuze and Guattari’s machinic thinking. Centring on the case of the Bearpit, a roundabout and public space in the city of Bristol (UK), I examine recent shifts and transformations in public culture and narrate the ways in which relatively small interventions facilitate new connections and organize public assemblages. The article makes four main contributions. First, it develops an approach to the study of publicness that highlights the interactions of machinic assemblages of material and immaterial component parts. Second, it suggests that specific forms of publicness are mediated by bright objects which stitch together and organize ecologies of connected machines. Third, it outlines publicness as a dynamic, plastic social form. Finally, it argues that the struggles for a compassionate public culture in the Bearpit are not necessarily set on a fixed trajectory toward co‐optation or a return to revanchism, but rather are part of an incessant process of unfolding and becoming public where the concerns and contestations of publicness are made visible. 相似文献

This article argues that while the idea of public service-dominant logic (PSDL) has much to offer, there remains room to extend it. First, the article fine-tunes the argument that co-production is unavoidable in services management, by categorizing the different things co-producers provide and analysing their interdependencies. Second, it seeks to account for collectively consumed public value, which is neglected in PSDL. Third, it recognizes that far from ‘delighting’ customers, many public services entail applying the coercive authority of the state to those with whom they deal.
